Project of Comprehensive Utilization of Biomass in Luanping County

項(xiàng)目基本情況。灤平縣境內(nèi)生物質(zhì)資源豐富，如果有效的利用，開發(fā)潛力巨大。通過生物質(zhì)能轉(zhuǎn)換建設(shè)可以高效地利用生物質(zhì)能源，生產(chǎn)各種高效清潔燃料，減少對(duì)礦物能源的依賴，保護(hù)國家能源資源，減少能源消費(fèi)給環(huán)境造成的污染。該項(xiàng)目所產(chǎn)熱能可直接供給縣城用于集中供熱，電能就近供給電廠周邊工業(yè)企業(yè)使用。利用灤平縣境內(nèi)豐富的農(nóng)作物秸稈、林木枝椏材、農(nóng)林產(chǎn)品加工剩余物質(zhì)資源，采用高效清潔的生物質(zhì)氣化技術(shù)，新建2×1.2萬KW生物質(zhì)發(fā)電廠一座。項(xiàng)目總投資7500萬美元（不包括熱電聯(lián)產(chǎn)）。其中：固定資產(chǎn)投資6750萬美元，流動(dòng)資金750萬美元。該項(xiàng)目建設(shè)所需資金擬由投資者自籌。建成后年平均發(fā)電量為13200萬度，年利稅3000萬美元。
Fundamental Information of Project. Luanping If effectively utilized, the potential of rich biological resources in Luanping County can be well developed. The biomass energy, after being transformed, can effectively utilize biomass energy and produce various highly effective clean fuel, reduce dependence of fossil energy, protect national energy resources and cut down contamination of environment due to energy consumption. The heat power generated by the Project could directly be supplied to the County for central heating. And the electricity could be supplied to industrial enterprises around the power plant. By taking advantage of the resources of straws, brushwood and surplus agricultural and forestry products and by adopting highly effective clean biomass gasification technology, we build a new biomass power generation plant of 2x120,000 KW. The total investment is USD75million (excluding combined heat and power generation), of which fixed assets investment is USD67.5million and flow capital USD7.5million. all funds required in the construction of the Project shall be collected by investors. After completion, annual average power generation will be 13,200kwh and annual tax payment will be USD30million.
項(xiàng)目建設(shè)條件：項(xiàng)目所在地灤平縣地處河北北部燕山山脈深山區(qū)地帶，是一個(gè)以農(nóng)、林、牧業(yè)為主的農(nóng)業(yè)縣，農(nóng)作物秸稈、林木枝椏材資源豐富，年產(chǎn)量在30萬噸以上，完全可以滿足該項(xiàng)目裝機(jī)容量18萬噸的要求。
Construction Conditions of Project: Luanping County, where the Project locates, dwells in abdomen of Yanshan Mountains of Hebei Province. It is an agricultural county that combines agriculture, forestry and herding. It enjoys rich resources of straws and brushwood and can realize over 300,000 tons of production volume annually, which can fully satisfy the requirements of 180,000 tons of installation capacity for the Project.
